Taguig City – The association of Technical Education and Skills Development Authority (TESDA) schools and institutions has recognized Secretary Isidro Lapeña for his initiatives and programs in advancing technical vocational education and training (TVET) in the country.
On June 17, Lapeña received a Plaque of Recognition from the National Association of TESDA Technology Institutions (NATTI) during the agency’s two-day 17th General Directorate Conference held in Clark, Pampanga.
Lapeña was commended for his transformational leadership, invaluable interventions, and unwavering support to TTIs and TESDA-administered schools (TAS) specially in strengthening their manning complement, improving their physical infrastructures, increasing their scholarship allocation, and expansion of program offerings.
Further, he was recognized for establishing regional and provincial training centers that resulted in higher absorption capacity, better delivery of TVET and making TVET more inclusive across the country.
“To the incoming administration, let it be known that you will be transmitting this agency not less but greater and more beautiful than it was transmitted to you,” NATTI President and RTC-La Union Administrator Artemio Pulido said, addressing Lapeña.
It can be recalled that as a result of his visit to TESDA field offices, Lapeña made the establishment of training centers in every province a priority. Since his assumption, 63 additional training centers have been established nationwide.
Meanwhile, Lapeña was also commended for his initiatives in the welfare of the agency’s workforce specifically for the creation of new plantilla positions and provincial and regional training centers. The commendation was given by the TESDA Association of Concerned Employees (ACE).
“I would like to thank all the TESDA employees for trusting me to lead TESDA. The success of TESDA for the past years is because of every TESDAns working hard beyond the call of duty. I hope that you continue to serve our kababayans with such dedication” the TESDA Chief said.
The NATTI is the upgrade association of its predecessor, the Association of TESDA Administered Schools (ATAS). ###
Additional TESDA-Daikin HVAC training centers in Iloilo, Misamis Oriental launched

Taguig City – To continue strengthening the Heating, Ventilation, and Air conditioning (HVAC) sector of the country, the Technical Education and Skills Development Authority (TESDA) and its partner, Daikin Philippines continue to build training centers for the said sector.
TESDA Secretary Isidro Lapeña and Daikin Philippines President Takayoshi Miki led the launching of two additional TESDA-Daikin HVAC Training Centers in Iloilo and Misamis Oriental on June 7 and 9, respectively.
It can be recalled that last July 2021 TESDA and Daikin Philippines signed a Memorandum of Agreement (MOA) to strengthen the HVAC sector in the country. Part of the MOA is the establishment of TESDA-Daikin HVAC Training Centers in different parts of the country.
The first TESDA Daikin HVAC Training Center was opened in the National Capital Region (NCR) in December 2020. Further, the second and third training centers were launched in Cebu City and Davao City last May 18 and 19, respectively.
The Regional Training Centers (RTC) in Iloilo and Tagoloan has designated workshop areas for Daikin to transform into a modernized facility intended for advanced training on air condition installation and servicing.
Lapeña emphasized that the new training centers will provide higher level and industry-driven HVAC training programs for the residents of Regions VI and X.
The TESDA Chief again expressed his gratitude to Daikin Philippines President Miki and Training and Product Manager Justin Aaron Sy for their continued support to further advance the HVAC sector in the country.
“With the support of Daikin Industries – the world’s leading manufacturer of air conditioners – we will be able to increase our capacity to produce industry-ready individuals to help raise the economic growth in the country by providing competent skilled workers responsive to the industry,” Lapeña said.
Once operational, learners, including professionals who want to upgrade their skills on air condition installation and servicing, can expect a state-of-the-art facility for training.
Meanwhile, Lapeña was accompanied by Deputy Director General for TESD Operations Lina Sarmiento in both events. Further, TESDA Regional Directors Jerry Tizon and Ashary Banto also graced the Iloilo and Misamis Oriental events, respectively. ###
44 scholars finish TESDA-Angkas motorcycle driving training program

Taguig City – The Technical Education and Skills Development Authority (TESDA) and motorcycle ride-hailing company Angkas have capacitated 44 trainees on basic motorcycle driving.
This was after TESDA and Angkas launched its five-day Basic Motorcycle Driving Program last April 6 to provide formal training to motorcycle riders, and to professionalize motorcycle training in the Philippines.
The 44 trainees were among the 235 scholars trained by the Regional Training Center -National Capital Region (RTC-NCR) who graduated last June 6. Other graduates finished courses such as Mechatronics Servicing NC II; PV Systems Installation NC II; Ships Catering Services NC II; Agricultural Crops Production NC II; Visual Graphic Design NC II; and Trainers Methodology I.
In his message, TESDA Secretary Isidro Lapeña congratulated the graduates and emphasized that the training provided by the agency will open a lot of opportunities to them.
“You will be able to help your families and eventually, you can also help the nation to recover from the pandemic as you all become productive,” Lapeña added.
Meanwhile, also recognized during the ceremony were the 13 trainers of Heating, Ventilation, and Air Conditioning (HVAC) from the NCR, Cordillera Administrative Region (CAR), and Regions IV-A, IX, and XI who participated in the 11-day Daikin Training of Trainers Program.
The training of the said trainers is part of the Memorandum of Agreement (MOA) signed by TESDA and Daikin Philippines last July 2021 which aims to upskill the whole Philippine air conditioning industry.
“I hope that the knowledge you gained from this training will be your standard to efficiently and effectively perform your duties and responsibilities. We know that through this training you will be able to help upgrade the skills of our kababayans in the HVAC sector in your respective regions,” the TESDA Chief said.
Also present during the graduation ceremony were Deputy Director General for TESD Operations Lina Sarmiento, TESDA-NCR Regional Director Florencio Sunico, Jr. and Executive Directors Dave Bungallon and Lorenzo Emanuel Guillermo. ###

Secretary Lapeña was commended for being instrumental in the career advancement of the members of the ACE through the creation of new plantilla positions and training centers and for his enthusiasm and untiring visits to the ground and addressing the concerns of the rank and file employees of TESDA nationwide.
