MANILA – Department of Environment and Natural Resources (DENR) Secretary Juan Miguel Cuna called on Tuesday for urgent action on climate adaptation, emphasizing that local government units must fully utilize available scientific data to protect communities from worsening weather and disaster risks.

Speaking as guest at the Kapihan sa Manila media forum held at the Champagne Salon of Manila Hotel on July 14, 2026, Cuna said adapting to the changing climate is now a critical priority for all Filipinos. The forum was hosted by former Executive Secretary Joey Lina and former Presidential Communications Secretary Sonny Coloma.

“To effectively respond to the challenges of climate change, the Filipino people must prioritize climate adaptation,” Cuna told the gathering.

He noted that the Mines and Geosciences Bureau (MGB), an attached agency of DENR, has already completed detailed geohazard maps that identify areas prone to landslides, floods, and other ground-related risks. However, Cuna expressed concern that many local government units (LGUs) have yet to fully integrate these maps into their land use planning.

“These maps are very useful, especially when incorporated into local land use plans, to minimize loss of life and damage to property,” he stressed.

The DENR chief added that the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) under the Department of Science and Technology (DOST) has further enhanced these resources by overlaying weather and flood hazard data — creating a vital reference for evacuation planning, particularly as the country observes National Disaster Consciousness Month this July.

Responsible Mining Reforms

Cuna also assured the public that the agency is pushing for responsible mining practices, including support for legitimate small-scale miners to prevent illegal operations.

He said DENR is rolling out mobile one-stop shops that will bring services directly to mining communities under the Minahan Bayan program. These teams will provide guidance, facilitate permits, and help miners comply with environmental and legal requirements.

“Mining can be done responsibly. We want to guide our small-scale miners so they can operate legally and sustainably, while avoiding illegal activities that harm the environment,” Cuna explained.

The Philippines has a total land area of approximately 30 million hectares, of which an estimated 9 million hectares hold significant mineral deposits.
