– The Tribal Communities Association of the Philippines (TRICAP), Inc. actively participated in the Institutional Stakeholder Consultation for the Formulation of the Indigenous Peoples Master Plan (IPMP) 2026–2030, convened by the National Commission on Indigenous Peoples (NCIP) under the steadfast leadership of Honorable Secretary Nancy A. Catamco and Office on Policy, planning and Research (OPPR) Bureau Director Catherine Apaling-Gayagay.

Representing TRICAP was its National President, Bo-i Limpayen Jennifer Pia Sibug-Las, Board of Trustees retired NCIP employees Bae Elta Laurilla and Ms. Fe Oliva who joined fellow Non-Government Organizations, Civil Society Orgs (CSOs), Indigenous Peoples organizations (IPOs), Indigenous Peoples Mandatory Representatives (IPMR), Indigenous Political Structure (IPS), National government agencies: DSWD, DEPDEV, DOT, PSA, DILG, NCCA, DEPED, DA, DENR (NGAs), other development partners, private companies (business sector) and other stakeholders in providing recommendations toward a more responsive, inclusive, and sustainable national framework for Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) for 2026-2030 anchored on the desires and aspirations of the Regional, local even urban Indigenous Peoples/ Indigenous Cultural Communities shared plans and roadmap.

During the consultation, TRICAP emphasized the importance of Indigenous Identity, Ancestral Domains rights, established and actual IP population, and strengthening Indigenous Peoples’ participation in governance through an Open Government Partnership (OGP) approach anchored on transparency, accountability, inclusivity, and innovation.

The organization also advocated for stronger protection of cultural integrity rights, fight against on-line discrimination and violations committed within ancestral domains, improved disaggregated data on Indigenous Peoples, enhanced inter-agency collaboration and data interoperability, documentation of customary laws and Indigenous Knowledge Systems and Practices (IKSPs), meaningful partnerships in sustainable development, and greater recognition of Indigenous Peoples as active partners in nation-building.

TRICAP likewise reaffirmed its commitment to support the successful implementation of the Indigenous Peoples Master Plan by collaborating with NCIP, Indigenous communities, civil society organizations, academic institutions, and development partners.

The consultation marks another important step toward realizing a shared vision of empowered Indigenous Peoples under the current leadership of protected ancestral domains, preserved cultural heritage, and inclusive development where no Indigenous community is left behind and every Indigenous Filipino citizen be served and counted.

As an all-volunteer national Indigenous Peoples organization, TRICAP remains steadfast in its mission of “Strengthening Indigenous Peoples’ Voices: From Roots to Rights.”
