CITY OF MALOLOS, Bulacan — A meaningful and historic celebration unfolded at the iconic Barasoain Church on September 15, 2026, as the province marked the 128th Anniversary of the Opening of the Malolos Congress, held in conjunction with the ongoing Singkaban Festival 2026. The event highlighted Bulacan’s enduring legacy as the cradle of Philippine democracy and its pivotal role in shaping the nation’s government, constitution, and national identity.
The commemoration was led by Bulacan Governor Daniel R. Fernando, Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian, and Malolos City Mayor Atty. Christian D. Natividad.
Solemn and Colorful Rites
The program opened with the arrival of the Philippine National Police Honor Guard, followed by the solemn Raising of the National Flag, accompanied by the stirring rendition of the National Anthem by the Philippine National Police Band and the Hiyas ng Bulacan Provincial Band.
Scout Rodney Clemente from the City of Malolos Integrated School – Babatnin led the Pledge of Allegiance to the Flag. The assembly then sang the Bagong Pilipinas Hymn and recited the Panata sa Bagong Pilipinas (Pledge to the New Philippines).
This was followed by the traditional Floral Offering, led by DSWD Secretary Rex Gatchalian, together with Governor Daniel R. Fernando and PCol Jay Baybayan, Acting Provincial Director of the PNP Bulacan Provincial Office.
Witnesses to the solemn rites included Vice Governor Alexis Castro, Malolos City Mayor Christian D. Natividad, Vice Mayor Gilbert Gatchalian, Rosario Sapitan, Deputy Executive Director for Administration of the National Historical Commission of the Philippines (NHCP), and Rev. Msgr. Domingo Salonga, who delivered the opening prayer.
Messages and Keynote Address
Malolos City Mayor Christian D. Natividad delivered the opening remarks, welcoming guests and emphasizing the enduring significance of Barasoain Church as the birthplace of the First Philippine Republic.
Governor Daniel R. Fernando then gave his message and introduced the guest of honor, DSWD Secretary Rex Gatchalian, who delivered the keynote address. The ceremony was masterfully conducted by Master of Ceremonies John Louie Esguerra.
