CITY OF MALOLOS — The national government has extended much-needed food support to 7,993 Malolenyos Bulakenyos families covering all 26 barangays in the City of Malolos, through the “Bawat Bayan Makikinabang” (BBM) rice assistance program of President Ferdinand R. Marcos Jr.
The initiative is part of the broader banner program “Handog ng Pangulo: Serbisyong Sapat Para sa Lahat,” designed to bring direct assistance from the national government to Filipino households. Funded through the Local Government Support Fund – Financial Assistance to Local Government Units (LGSF-FALGU) under Republic Act No. 12314 (FY 2026 General Appropriations Act), the project is officially known as the Assistance to Indigent Individuals or Families – Food Assistance – Rice Distribution Project (AIIF-FA-RDP).
Distribution activities were organized across four cluster areas: Barangay Tikay, Mojon, Bulihan, and Caingin. Bulacan Governor Daniel R. Fernando and Vice Governor Alex Castro personally oversaw the turnover of rice assistance, joined by respective barangay captains and local officials.
During the event, Governor Fernando also shared updates from the recent peace and order meeting, noting that a resolution has been passed requiring metal detectors in all public schools across the city to ensure the safety of students and personnel.
Both the Governor and Vice Governor emphasized that they serve merely as messengers of the national government’s aid. “We are here simply as bearers of this assistance. This comes from the taxes paid by every Filipino, so the people owe us nothing,” Vice Governor Alex Castro clearly stated.
He further explained that the program funds come from public taxes, returned to the people in the form of direct services such as free rice. Beneficiaries received 10 kilograms of rice per tranche, to be distributed in three batches: October 14, 2026, November, and December, as confirmed by the Vice Governor.
Also present during the distribution were Provincial Social Welfare and Development Office (PSWDO) Head Weng Joson, City Social Welfare and Development Office (CSWDO) Head Lolit Santos, and Provincial Public Affairs Office (PPAO) Head Krissa Talavera.
