PRESS STATEMENT One Bangsamoro Movement (1Bangsa) August 17, 2025 Uphold the Comprehensive Agreement the Bangsamoro (CAB):

Stop the Divide-and-Rule, Return to Negotiations Now The One Bangsamoro Movement (1BANGSA), a vanguard of the Moro people’s struggle for peace and self-determination since its founding after the aborted signing of the Memorandum of Agreement on Ancestral Domain (MOA-AD) on August 5, 2008

, issues this urgent call: It is time for both the Government of the Republic of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF) to return to the negotiating table, fully respect the Comprehensive Agreement on the Bangsamoro (CAB),

and put an end to divide-and-rule tactics that only weaken the Bangsamoro and endanger the peace process. A History of Broken Promises The Bangsamoro knows too well the pain of broken agreements.

The 1996 Peace Agreement between the MNLF and the GRP raised hopes but collapsed due to poor implementation. The aborted MOA-AD in 2008 unleashed violence that displaced countless civilians.

These lessons remain vivid reminders: when agreements are disregarded, it is the people who suffer. The CAB of March 27, 2014, painstakingly brokered with the help of Malaysia, was designed to avoid these mistakes. It provided clear mechanisms, checks, and safeguards for genuine autonomy and stability.

Yet today, unilateral actions, political maneuverings, and unresolved disputes are threatening to unravel this hard-won progress. Civilians Always Pay the Price Every time the peace process falters, it is civilians, farmers, fisherfolk, women, and children, who bear the brunt of displacement, insecurity, and renewed violence. 1BANGSA stands firmly with these civilians.

Our call is rooted not in political interest, but in the moral imperative to protect human lives and dignity. A Call for Malaysia to Act We call on Malaysia, as official broker of the CAB, to urgently convene the peace implementing panels of the GRP and the MILF in Kuala Lumpur.

This is a critical step to restore trust and to ensure that the peace process retains the credibility of impartial facilitation. Without Malaysia’s convening power, the CAB risks sliding into neglect and irrelevance.

Adherence to the CAB The government must strictly adhere to the provisions of the CAB. No unilateral impositions. No shortcuts. No selective interpretation of commitments. The CAB is not a menu of options, it is a binding agreement born out of decades of struggle, sacrifice, and negotiation.

To betray it is to betray the Bangsamoro people, and to risk destabilizing the fragile peace in Mindanao. The Path Forward 1BANGSA believes that peace is still possible. We are hopeful but our hope is grounded in vigilance.

The future of the Bangsamoro depends on unity, sincerity, and the fulfillment of promises already made. The Bangsamoro will never be whole if its people are divided, if its agreements are broken, or if its civilians are once again reduced to collateral damage.

We call on both houses of Congress, the national government, and the MILF leadership to act with urgency, wisdom, and sincerity. The world is watching. The Bangsamoro is waiting.
