Brgy. Pio Cruzcosa, Calumpit Sets New Standard in Local Governance Under Chair Jericho Christian Lubaton

CALUMPIT, Bulacan — Barangay Pio Cruzcosa, under the leadership of Chairman Jericho Christian “JC” Lubaton, has achieved a historic milestone as the first barangay in the entire municipality of Calumpit to allocate its own dedicated budget for medical assistance and burial assistance, providing direct and immediate social support to its estimated 7,000 residents.

With an approved NTA of ₱9 million, the barangay holds strong fiscal capacity to sustain these critical social programs — a breakthrough that ensures families no longer need to look far for help during health emergencies or bereavement.

Cross-City Flood Solution & Upcycling Innovation

Situated at the boundary with the City of Malolos, the barangay has forged a key partnership to address perennial flooding through a pump line system, a collaborative infrastructure project designed to effectively drain floodwaters and protect communities. Looking to next year, the barangay is set to launch an environmental initiative: a pulverization facility that will process glass bottles, plastic waste, and other non-biodegradables into raw materials for hollow block production — turning waste into valuable construction resources.

Inclusive, Transparent Governance

In his first term, Chairman Lubaton has also instituted a landmark practice during his State of the Barangay Address: he invites every Barangay Councilor to deliver a full report on their respective committees, fostering shared leadership, transparency, and full public accountability.

“Good governance means no one is left behind — not in sickness, not in loss, and not when challenges like floods or waste arise. Every councilor has a vital role, and every committee’s work matters to our people,” Chairman Lubaton stated during the address.

The barangay’s strides in social services, disaster resilience, environmental sustainability, and participatory governance are now serving as a model for grassroots excellence across the municipality.
