10 years JOCOSC6 in Government employee can now apply for Career Service Eligibility Preference Rating Grant (CSE- PR)

Quezon City- Civil Service Commission (CSC) offers help to tenured qualified non-plantilla government workers to pass CSE through applying grant points. Government is the biggest employer in the country. As CSC is constitutional body they are not allow to accredit reviewer or review center. 

During the Philippine Information Agency (PIA) Presscon this June 10, 2024 with opening remarks of Jose A. Torres Jr, Director General PIA and on discussion of Career Service Eligibility – Preference Rating with CSC Chairperson Karlo Alexie B. Nograles, Judith Dongallo- Chicano Assistant Commissioner OAE-PAC, Prisco S. Rivera Jr, Director IV ERPO and Helen Grace T. Ramos, Director IV OSM while Gideon Gapayao of PIA served as master of ceremony. 

According to Nograles the reference for Preference Rating is  the Rasul law of Santanina Tillah Rasul, a muslim former Senator Republic Act No. 6850, approved on February 8, 1990 An act to grant Civil Service Eligibility under certain conditions yo government  employees appointed under Provisional or Temporary Status ho have rendered a total of seven (7) years of efficient service, and for other purposes. 

” The grant of the preference rating is an exceptional privilege extended only to those who have already demonstrated their ability to satisfy the demands of the job despite not having the required civil service eligibility. Through this initiative, we acknowledge that actual job experience is given due consideration in measuring one’s aptitude to perform the duties of a public servant. We are mindful, however, of the need to uphold meritocracy in the hiring process and to ensure that the quality of government service will not be compromised. Therefore, the conferment of CSE-PR will go through a, meticulous process so that only those who are truly qualified may avail of this privilege”  clarified Chairperson Nograles. 

The CSE is a test conducted by the CSC that serves as a prerequisite to those seeking to pursue plantilla positions in civil service. Examinees need to achieve a score of 80 percent to pass.

Under CSC Resolution No. 2301123 promulgated on December 7.2023, a Preference Rating of a maximum of  of 10 points shall be added to the failed rating ( 70.00 to 79.99) to achieve the passing rate of 80.00 for qualified applicants in CSE, thereby qualifying them for Career Service Professionals or Subprofessional eligibility. 

The resolution covers workers collectively JOCOSC6 in the government service.
